On the south side of the road in El Burro Heights, by a parking area looking out over the south coast.

Underwater east of LSIA, between the airport warehouses and the Port of Los Santos. Home in on the plant's audio cue.

Beside the scrapped bus behind the Los Santos Customs on Greenwich Parkway, near LSIA.
